After withdrawing from Kherson, the Kremlin moved its occupation power to Henichesk.
Not even her boss, Volodimir Saldo (66), knows anything about Hubaryev’s whereabouts. Since April 26, Saldo has been the governor of the Russian-occupied part of the Kherson region.
